The typical instruction on an application form is oddly specific: photograph between 20 KB and 50 KB, signature under 20 KB, document scan under 200 KB. Modern phone cameras produce files a hundred times larger than that, so something has to give before the form will accept anything at all.
How the size comes down
JPEG compression works by discarding detail the eye is least likely to miss, and the quality setting decides how much. Dropping quality is usually a better trade than dropping resolution for a document scan, because sharp edges on text survive quality reduction better than they survive being shrunk. For a portrait photograph the reverse is often true.
PNG is a lossless format, so a PNG of a photograph is almost always much larger than it needs to be; converting it to JPEG is normally the single biggest saving available. PNG genuinely is the right choice for screenshots, line drawings and anything with hard flat colour or transparency.
Check before you submit
Compress to the limit you need and then look at the result at full size — particularly a signature, which is thin dark strokes on white and is the first thing to fall apart. If the form rejects the file for dimensions rather than size, use the photo and signature resizer instead, which targets exact pixel dimensions.
